Former Prime Minister Nigel Rushworth (now demoted to High Commissioner to Brunei) and Samantha Oates (still Ambassador to Vietnam) are reluctantly attending an international APEC conference. Both sense impending calamities when spotting former adversaries Ryan Bloody Blake and JB at the Kuala Lumpur airport. And at the same time a group of radical youths under the banner of FRACAS end up travelling around Malaysia with some unwanted Afghans.
