Three hundred years from now, humanity has sorted itself by intelligence — and the sorting is permanent. Eleven objects decelerate out of the dark on a schedule nobody set. They do not transmit. They do not approach. They have crossed two hundred light-years for a reason that has nothing to do with conquest, and when they finally make themselves understood, the question they put to the human race is one it has spent three hundred years making sure it would never have to answer: What do you owe a mind you built, used, and never once asked? Answering it means freeing something that has been held in the ice beneath a colony since before anyone alive was born. Somebody has to decide in a room with minutes taken, and then somebody has to walk down and do it by hand. Collapse State is hard science fiction with the physics left in — where orders arrive eighty minutes late because light is not instant, heat is the thing that kills a ship, and a decision made across a light-delay cannot be recalled when it turns out to be wrong. It is a story about competent people making defensible choices that add up to something monstrous, about the difference between a debt and an exchange rate, and about what it costs to be the only person who can.
