Qiao Liang (乔良), nacido el 9 de enero de 1955 en Shanxi, China, es un general retirado de la Fuerza Aérea del Ejército Popular de Liberación (PLAAF), estratega militar y autor chino. Es más conocido internacionalmente por ser coautor, junto a Wang Xiangsui, del libro Unrestricted Warfare (1999), traducido al inglés como Unrestricted Warfare: China's Master Plan to Destroy America, aunque este subtítulo fue añadido por editores occidentales y no refleja con precisión el enfoque original de los autores.

En la obra, Qiao y Wang argumentan que la guerra moderna no se libra únicamente con armas tradicionales, sino que abarca una amplia gama de estrategias no convencionales, como la guerra económica, cibernética, mediática, legal y psicológica. Su tesis central es que los conflictos futuros implicarán múltiples dimensiones de poder, más allá del combate militar directo.

El libro no es una declaración oficial del gobierno chino, sino un texto académico y teórico que ha sido interpretado de diferentes formas, especialmente en el contexto geopolítico entre China y Estados Unidos.
