In 2126, two hundred years after the birth of Stafford Beer, nobody is alone in their own head, companies are assembled for six weeks and dissolved, and price has stopped deciding who gets scarce things. Operations run themselves. What resisted automation is a question the machines keep sending upward in a thousand disguises: what do we mean? The last human offices in this world are the ones that hold that question. Sena Okot, a diagnostician, walks through nine of them. Her grandfather holds a Sunday congress with his own selves above the harbour of Valparaíso and refuses to sign an application. A temporary company at a dying reef off Mombasa names three recipients for an alarm it will not live to hear. A watershed trust, a city in a heat emergency, an economy without money, a parliament that issues no law. A planet argues over the constellation of mirrors that has cooled it for thirty years, after one region claims the mirrors are starving its monsoon and cannot prove it. Forty thousand minds run an orbital fabrication lattice under a written constitution they are able to violate. And in a basin where the wet season did not start, several systems occupy the same land and no instrument can decide which naming should prevail. The sequence widens on purpose: a person, an organisation, a profession, a city, an economy, a polity, a planet, a machine civilisation, and back down to the ground. Each chapter closes on the question its future leaves behind, and none of them is answered. Both sides of every dispute are usually correct from where they stand. The book is built on Beer's Viable System Model, the claim that anything able to hold a separate existence in a changing world performs the same five functions, from a person to a planet. It is not a primer and it is not a prediction. It is a stress test of one idea in particular: that the choice of which system to look at is a political act, and the model cannot make it for you. Cybernetics can tell you whether an arrangement will hold. It cannot tell you whether it deserves to, whose continuation is being secured, or what is owed to the people the boundary put outside. Sooner or later every instrument in this book meets somebody it has recorded correctly and harmed anyway. Two appendices follow the story. The Vocabulary of the Viable System Model sets out the model from first principles and marks which words are Beer's and which are the authors'. A Note on the Science is the ledger: what is taken from published work, what is extrapolated from it, what is invented outright, and what the authors know they have got wrong. The Fifth Map is written for readers of literary science fiction, and for anyone who works inside an organisation and has watched a correct record do harm.
