It was designed by Microsoft to make it easier to automate tasks and to help make admin tasks a lot less tedious and far easier to solve. For example, PowerShell can be used to show you all of the computers on your network, or all of the USB devices you have. You can also use it to carry out an admin task that takes a lot of time, having it running in the background while you get on with other stuff. You can find processes that have stopped responding and kill them off or find particular information about a computer on the network and export that information in HTML format. In short, the capabilities that PowerShell has have given you the ability to create scripts and put several commands together to automate those tasks that are repetitive and tedious.
